Guide To Express Customs Clearance

I. Declaration

1. Declaration Qualification:

It must be a professional customs declaration company, an agency customs declaration enterprise, a self-declaration enterprise and its customs declarant that have been registered by the customs.


2. Declaration Time

Imported Goods: Within 14 days from the date of the transportation vehicle's entry or exit declaration. Any declaration made after this period will be subject to a late declaration fee. The daily late declaration fee is 0.005% of the landed price of the imported goods.

Exported Goods: Declare to the customs 24 hours before loading.


3. Declaration locations:

II. Inspection 

1.The concept of inspection:

Customs inspection refers to the practice where the customs examines the imported and exported goods after receiving the declaration from the customs declarant, to verify and inspect the goods to determine whether their nature, origin, condition, quantity and price are consistent with those listed on the customs declaration form.


2. The purpose of inspection:

A. To verify whether the goods and the declaration are consistent.

B. To detect issues such as unlicensed entry and exit, smuggling, violations, tax evasion, etc.

C. To ensure the correct collection of customs duties.


3. Inspection locations: 

Port terminals, railway stations, airports, post offices, or other customs supervision sites.


4. Inspection methods: 

Thorough inspection, random inspection, visual inspection




III. Taxation

1. Import tax-exclusive price = (Free On Board price FOB + Freight + Insurance + Miscellaneous Charges) / (1 - Insurance Rate)

2. Import duty = Taxable Price * Duty Rate




IV. Release

Release is the final step of on-site operations at the customs supervision site.
